Activities of the IPA CIS are based on its international legal capacity under Article 12 of constituent document, the Convention on the CIS Interparliamentary Assembly. The Convention establishes discretionary powers to the IPA CIS to enter into international commitments with other international legal stakeholders. This is the legal framework underlying broad cooperation with other international organizations. IPA CIS has effective agreements with a number of major international organizations.
