CIS MPs Issued Recommendations on Use of Artificial Intelligence

On 10 March, a meeting of the IPA CIS Permanent Commission on Science and Education was held at the IPA CIS headquarters. Under the leadership of Chair of the Committee of the Federation Council of the Federal Assembly of the Russian Federation on Science, Education and Culture Lilia Gumerova, MPs discussed draft laws on the use of artificial intelligence, financial support for innovation activities and educational projects for students and young researchers of the Commonwealth.
The event was attended by representatives of the parliaments of Azerbaijan, Armenia, Belarus, Kazakhstan, the Kyrgyz Repuplic, Russia, Tajikistan and Uzbekistan, and representatives of the IPA CIS Council Secretariat headed by Secretary General of the IPA CIS Council Dmitriy Kobitskiy.
Deputy Head of the Center for System Analysis of the Belorussian State Economic University Violetta Ladutko spoke about the first developments on the draft model law on Trust Funds to Support Scientific, Technical and Innovative Activities.
Work on the draft Recommendations to regulate the use of artificial intelligence, including ethical standards for research and development for the Commonwealth nations has been completed. It was presented by Alexander Kotov, a researcher at the St. Petersburg Federal Research Center of the Russian Academy of Sciences.
Parliamentarians considered proposals on the development of network cooperation in the higher education, discussed working on new version of the Model Law on Scientific and Technological Activity, competition in the humanitarian and social studies for CIS countries students. They discussed prospects for the creation of a academic research assessment system and potential changes in the model laws on Outreach Activities and on Education for Adults.
