Draft Model Recommendations on Public-Private Partnership Discussed in Tavricheskiy Palace

Today, the meetings of the IPA CIS Permanent Commission on Economy and Finance took place in the Tavricheskiy Palace – the IPA CIS headquarters.
The event brought together the MPs from the Azerbaijan Republic, the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan, the Republic of Moldova, the Russian Federation, the Republic of Tajikistan and the Republic of Uzbekistan, the representatives of the European Bank for Reconstruction and Development, the International Congress of Industrialists and Entrepreneurs, as well as specialists and experts from among the developers of discussed documents and the IPA CIS Council Secretariat staff members.
At the beginning of the meeting Member of the Standing Committee of the National Assembly of the Republic of Armenia on Regional and Eurasian Integration Aleksey Sandikov was elected Chair of the Commission. Chair of the Standing Committee of the Council of the Republic of the National Assembly of the Republic of Belarus for Economy, Budget and Finances Tatiana Runets was elected Deputy Chair of the Commission.
The discussion was focused on the documents regulating different aspects of public-private partnership.
Senior Legal Counsel of the European Bank for Reconstruction and Development Aleksey Zverev reminded the participants about 20 years of cooperation between the EBRD and the IPA CIS, which resulted in the development of a number of important documents on public-private partnership.
The Commission considered eight draft documents regulating dispute resolution in the field of public-private partnership, payment arrangements, providing institutional framework and other recommendations. The detailed information was presented by partner and head of the Infrastructure, Energy and Public-Private Partnerships group in Russia and CIS, Central Asia and Caucasus Alexander Dolgov of the law firm Squire Patton Boggs and Senior Counsel of the same firm Konstantin Makarevich.
The members of the Commission approved the draft Model Law on Regional Investment Projects and decided to submit it to the IPA CIS Council for the subsequent consideration at the regular IPA CIS plenary session.
They also discussed the results of the meeting of the IPA CIS Expert Advisory Board on Economy held on 27 October 2020 presented by Chairman of the IPA CIS Expert Advisory Board on Economy, Rector of St. Petersburg State University of Economics Igor Maksimtsev.
