Laws Related to Adaptation to Climate Change Reviewed at Tavricheskiy Palace

One of the main topics raised at the meeting of the IPA CIS Permanent Commission on Agrarian Policy, Natural Resources and Ecology was the protection of atmospheric air and the limitation of greenhouse gas emissions.

The meeting of the Commission was held by Deputy Chair of the IPA CIS Permanent Commission on Agrarian Policy, Natural Resources and Ecology, Deputy of the Milli Majlis of the Republic of Azerbaijan Mikhail Zabelin.

The MPs continued to consider the previously submitted draft Model Laws on Atmospheric Air Protection (new edition), On Soil Protection (new edition), On Environmental Monitoring.

First Deputy Chair of the Committee of the Federation Council of the Federal Assembly of the Russian Federation on Agriculture and Food Policy and Environmental Management Oleg Kuvshinnikov and Executive Director of the Innovative Environmental Fund Boris Boravskiy provided information on the work on the draft concepts of Model Laws on Limiting Greenhouse Gas Emissions.

The members of the IPA CIS Permanent Commission on Agrarian Policy, Natural Resources and Ecology approved the proposed document and proposed to present the draft Model Law at the next meeting.

The participants of the meeting heard information about the draft Model Concept of Environmental Education for the CIS countries. The details were presented by member of the  IPA CIS Permanent Commission on Agrarian Policy, Natural Resources and Ecology, Deputy Chair of the Committee of the Federation Council of the Federal Assembly of the Russian Federation on Agriculture and Food Policy and Environmental Management Belan Khamchiev and Associate Professor of the Department of International Complex Problems of Nature Management and Ecology of MGIMO University Natalia Ryazanova.

The purpose of the document is to improve the processes of formation of state policy in the field of environmental education in the CIS countries.

Oleg Kuvshinnikov and lawyer of the Moscow Bar Association “Barshevskiy and Partners” Alexandra Vdovina spoke about the draft concept of the model Land Code for the CIS countries in a new edition.

One of the problems requiring constant attention from the CIS countries is ensuring the rational use of land in order to preserve their properties for present and future generations, as well as creating conditions for the availability of land resources for the implementation of significant areas of socio-economic development.

The MPs were presented with a draft concept of the Model Law on Land Management. It was expected that the adoption of the document would modernize public administration, including the development of forecasting and planning tools in the field of land use.

At the meeting of the commission, Deputy Chairs were elected — Deputy Chair of the Committee of the Jogorku Kenesh of the Kyrgyz Republic on Budget, Economic and Fiscal Policy Dastan Bekeshev and member of the Committee of the State Duma of the Russian Federation on Agrarian Issues Alexey Lavrinenko.

Secretary of the Committee of the Senate of the Parliament of Kazakhstan on Agrarian Issues, Environmental Management and Rural Development Olga Bulavkina informed the members of the IPA CIS Permanent Commission on Agrarian Policy, Natural Resources and Ecology about Kazakhstan’s chairmanship in the Shanghai Cooperation Organization (SCO). The year 2024 was declared the Year of Ecology in the SCO.

Advisor of the President of the Russian Cynological Federation Evgeniy Kuplyauskas spoke at the meeting. The main thesis of his report was to stop using pet skins in the Commonwealth countries, as this contradicts the principle of humane treatment of animals.

Secretary of the IPA CIS Permanent Commission on Agrarian Policy, Natural Resources and Ecology, Executive Secretary of the IPA CIS Expert Advisory Board on Ecology and Environmental Management Natalia Amburtseva spoke about the results of the International Forum “Sustainable Development of Mountain Territories”, held in October 2023. About 500 people from 14 countries, including eight CIS countries, took part in the event.

At the end of the meeting, the members of the IPA CIS Permanent Commission on Agrarian Policy, Natural Resources and Ecology discussed the work plan for the next two years. The next meeting was scheduled for October–November 2024.
