Representatives of CIS Parliaments Approved Model Law on Combating Cybercrime

The IPA CIS Permanent Commission on Legal Issues held its meeting in the Tavricheskiy Palace in St. Petersburg. The participants considered a number of model laws and held elections of the Commission’s leadership.
Chair of the Committee of the Majlisi namoyandagon of the Majlisi Oli of the Republic of Tajikistan on Legislation and Human Rights Ravshan Rajabzoda was unanimously elected Chair of the Commission.
Member of the Committee of the Milli Majlis of the Azerbaijan Republic on Law Policy and State-Building, member of the Committee of the Milli Majlis of the Azerbaijan Republic on Defence, Security and Counter-Corruption Amina Agazade, Chair of the Standing Committee of the National Assembly of the Republic of Armenia on State and Legal Affairs Vladimir Vardanyan and Chair of the Standing Committee of the Council of the Republic of the National Assembly of the Republic of Belarus on Legislation and State Building, Deputy Chair of the IPA CIS Permanent Commission on Legal Issues Sergey Sivets were elected Deputy Chairs.
The Commission members considered and approved the Model Law on Combating Cybercrime that provides for a list of cybercrimes, outlines the framework for countering it, including through cooperation with civil society institutions, “cyber squads” and proposes measures to prevent cybercrime.
The MPs also approved the draft revised Model Law on Consumer Rights Protection, on Financial Transactions, on Funds, on Obligations Arising Out of Injury, on Obligations Due to Unjust Enrichment and Activities in Somebody Another’s Interests Without Instruction, on Investment and Trust Banking on Enforcement of Obligations.
The MPs exchanged views on the results of the regular meeting of the Expert Advisory Board at the IPA CIS Permanent Commission on Legal Issues, held on 30 September 2022. The Commission members supported its proposal to include the development of the draft Model Law on Public Law Aspects of the Implementation of the Model Law on Investment and Trust Banking in the Long-Term Plan of Model Law-Making for 2023–2025.
The meeting of the Permanent Commission brought together the representatives of the parliaments of Azerbaijan, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Moldova, Russia and Tajikistan.
