Parliamentary Hearings in Minsk: IPA CIS Experience in legal Regulation of Migration Processes

Parliamentary Hearings «Actual Issues of Migration Policy: Practical Solutions and Prospects for Legislative Regulation» in the House of Representatives of the National Assembly of the Republic of Belarus (Minsk) took place today.

The event organized by the Parliamentary Assembly of the Union of Belarus and Russia is dedicated to improving the effectiveness of migration policy measures. Also such themes as control and monitoring of migration processes on the territory of the Union State, ways to respond to migration crises and the role of international organizations in solving these problems were discussed.

Secretary of the IPA CIS Permanent Commission on Social Policy and Human Rights Evgenia Vladimirova spoke about the experience accumulated by the Assembly over thirty years of work in the legal regulation of migration processes.

Mainly, a long way has been done from the adoption of the law on Common Principles of Determining Citizenship (1992) and Charter of Social Rights Guarantees for the Citizens of the CIS Member Nations (1994) to the Model Migration Code. Moreover, many terminological glossaries and model laws developed by the IPA CIS have radically changed the way of development of cooperation in the field of migration issues.

Evgenia Vladimirova also reported that the IPA CIS is currently preparing recommendations on the legislative regulation of migration processes during the pandemic and other emergencies, as well as on establishing procedures for the professional training of workers and specialists involved in external labor migration.

The parliamentarians of Belarus and Russia, representatives of relevant ministries and departments, international organizations, academia, and expert community attended the hearings on topical issues of migration policy.
