IPA CIS Celebrates Its 31st Birthday

Heads of the parliaments of Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan and Uzbekistan signed an Agreement on the Establishment of the IPA CIS in Alma-Ata on 27 March 1992. Azerbaijan and Moldova joined them later. The Assembly has become the main platform for the interaction of parliamentarians of the CIS Member Nations where there are discussions of a variety of political, socio-economic and humanitarian issues and security problems in the region.
One of the main tasks of the IPA CIS is the development of recommendatory legislative acts for use in the national legislations of the Member states. From 1992 to 2022 the IPA CIS held 54 plenary sessions, which adopted more than 650 model legislative acts, recommendations and other documents. Almost all of them, in various forms, were reflected in the legislation of the Commonwealth.
The plan of legislative work of the Assembly for the current and the next two years provides for the development of 125 new model documents. It covers all directions of activity of the IPA CIS permanent commissions including 21 projects in the sphere of economy and finances, 19 projects in the sphere of social policy and human rights, 18 projects in the sphere of agricultural policy, ecology and nature management, 16 projects each in legal, defense and security spheres, 12 projects in humanitarian, science and education spheres and 11 projects in state building.
Headquarters of the IPA CIS has always been Tavricheskiy palace in St.Petersburg.
Since 1994 representatives of observers from the IPA CIS have implemented more than 150 monitoring campaigns during elections and referendums. 17 years ago the International Institute for Monitoring Democracy Development, Parliamentarianism and Suffrage Protection of Citizens of IPA CIS Member Nations was established for the development of this work in the structure of the IPA, the appearance of which destroyed the previous monopoly of assessing the democracy of elections in the sovereign states.
The IPA CIS remains the initiator and organizer of a number of projects, forums and conferences. The Saint Petersburg International Economic Forum, The Nevsky International Ecological Congress and Eurasian Women’s Forum take place in Tavricheskiy Palace. During 31 years the IPA CIS has held about 400 international research and representative events with participation of more than 7 thousand state, public and political figures, leading academics and experts.
