IPA CIS Convention Celebrates 27th Anniversary of Entry into Force

In accordance with the Convention, the IPA CIS obtained the status of an interstate body of the Commonwealth.
On 26 May 1995, the leaders of the CIS countries signed the IPA CIS Convention in Minsk. Then, the Convention entered into force on 16 January 1996.
The document consists of 22 articles, which enshrine the main concepts and define the basis of the organization’s activities and competencies.
In particular, the Convention states that the IPA CIS consists of parliamentary delegations, which gather for plenary sessions at least twice a year. Decisions of the Assembly are made only at plenary sessions, and each country’s delegation has one vote.
The Convention defines the key areas of IPA CIS activity, in particular, the organization discusses cooperation of the Member Nations in various fields, considers issues referred to it by the Council of the CIS Heads of State and the Council of the CIS Heads of Government, adopts and submits to the parliaments of the Member Nations model legislative acts, recommendations for the harmonization of legislation and synchronization of procedures for ratification by parliaments of agreements concluded within the Commonwealth, and also considers other issues of inter-parliamentary cooperation.
To date, there have been 54 plenary sessions of IPA CIS, which have adopted about 650 model legislative acts.
