Russian Legislation Defines Status of Young Employee

The 565th meeting of the Federation Council of the Federal Assembly of the Russian Federation was held. A number of issues was considered and approved.

The state information system “National Dictionary Fund” will emerge in Russia. It will include information from dictionaries of the Russian language compiled over the past three centuries. The relevant law was approved by senators.

The adopted document establishes that the digital resource will be available to all users and will be absolutely free. With its help, anyone can check the spelling, find out meanings in different contexts and find synonyms and phraseological units.

The senators approved amendments to the Federal Law “On Advocate's Activity and the Bar in the Russian Federation”.

A unified state register of lawyers will be created. It will become a federal information resource containing information about lawyers.

A number of amendments are being made regarding the rules on lawyer requests, and the educational requirements for candidates for lawyers. The Council of the Bar Chamber has received the right to terminate the status of a lawyer in case the lawyer leaves for permanent residence or for a period of more than one year outside Russia.

MPs approved the Federal Law “On Amendment to Article 152 of the Labor Code of the Russian Federation”, clarifying the terms of overtime pay.

The law preserves the norm, according to which overtime work instead of increased pay can be compensated by additional rest time not exceeding the time worked overtime. In addition, employers can pay overtime in a higher amount than stated in the Labor Code.

Amendments to the legislation were approved at the meeting. These amendments make it easier for Russians under 35 to obtain the status of a young specialist.

The concept of a “young employee” is legally fixed. This will be considered a citizen of the Russian Federation under the age of 35, who went to work outside his specialty and has been working continuously for three years in one place and does not belong to the category of a young specialist.

Senators approved a law banning the involvement of collectors and other third parties to collect debts for housing and communal services.

The ban on transferring debts will apply also for organizations that provide housing to Russians under a contract of social hiring, from the fund for social use, and the state or municipal housing fund.
