19 Years ago Post-Soviet Space had its own Election Monitoring Structure

On 10 February 2006, at the meeting of the IPA CIS Council the Regulations on the establishment of the International Institute for Monitoring Democracy Development, Parliamentarianism and Suffrage Protection of Citizens of IPA CIS Member Nations (IPA CIS IIMDD) were approved.

The Institute became the main platform for generalization and dissemination of best practices in the sphere of organization of elections and referendums, improvement of electoral legislation in the Commonwealth.

The IPA CIS IIMDD has developed its own unique methodology of observation. The Institute provides expert support for the work of international observers from the IPA CIS.

With the emergence of the IPA CIS IIMDD the monopoly that existed earlier on assessing the democracy of elections in sovereign states has been destroyed.

“Thanks to the Institute we have a good scientific, analytical and methodological basis for the development of democratic institutions in the Commonwealth. At the same time, it is fundamentally important that the Institute renders its conclusions taking into account the national legislation, traditions and mentality of the peoples of the CIS countries, without interfering in the internal affairs of the states,” - said Secretary General of the IPA CIS Council Dmitriy Kobitskiy.

Over 19 years, the IPA CIS IIMDD representatives have participated 117 times in monitoring election campaigns in the CIS and beyond.

More than 50 experts – well-known researchers, political and public figures from the Commonwealth and other countries – participate in the analytical and scientific support of the IPA CIS IIMDD’ s work.

The results of expert research are reflected in collective and individual monographs and collections of articles.

The Institute has formed a program of work with young people, its main goal being to overcome political detachment and nihilism. Under the wing of the IPA CIS IIMDD, the Tavricheskiy International Youth Discussion Club operates, a student Olympiad on knowledge of the world’s electoral systems is held, and an electoral school is organized.
