CIS Interparliamentary Assembly Observers Conducted Monitoring of Tajik Parliamentary Elections

Following the monitoring of the elections of deputies to the Majlisi Namoyandagon of the Majlisi Oli of the Republic of Tajikistan of the seventh convocation, which took  place on 2 March 2025, the conclusion of a group of international observers from the CIS Interparliamentary Assembly was prepared.

The group included representatives of the parliaments of Azerbaijan, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia, and Uzbekistan, as well as officials of the Assembly and experts from the International Institute for Monitoring Democracy Development, Parliamentarianism and Suffrage Protection of Citizens of IPA CIS Member Nations (IPA CIS IIMDD).

The work of the group was coordinated by Chair of the Committee of the Senate of the Oliy Majlis of the Republic of  Uzbekistan on Judicial -Legal Issues and Anti-Corruption Abdulkhakim Eshmuratov.

On 1 March, a group of international observers from the CIS Interparliamentary Assembly for the elections to the Majlisi Namoyandagon of the Majlisi Oli of the Republic of Tajikistan held a meeting in Dushanbe. Secretary General of the IPA CIS Council Dmitriy Kobitskiy opened the working session. The main task of the group is to ensure that the electoral process is in accordance with the national legislation and international obligations of the Republic of Tajikistan.

On the same day, the CIS Interparliamentary Assembly monitoring group met with the First Deputy Chair of the People’s Democratic Party of Tajikistan Maliksho Nematzoda.

International observers from the CIS Interparliamentary Assembly also met with Chair of the Central Commission for Elections and Referenda of the Republic of Tajikistan Bakhtiyor Khudoyorzoda and First Deputy Chair of the Majlisi Namoyandagon of the Majlisi Oli of the Republic of Tajikistan Mahmadali Vatanzoda. Speaking about the elections in Tajikistan, Mahmadali Vatanzoda stressed that they were being held on the basis of a mixed system which would allow the balance of power in the republic to be maintained. The strengthening of the “women’s bloc” is noticeable in the current election campaign.

A solemn funeral ceremony was held in Victory Park in Dushanbe. To the sound of a military orchestra, parliamentarians from Azerbaijan, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia and Uzbekistan laid flowers and wreaths at the monument “No one is forgotten, nothing is forgotten.”

On 2 March, observers visited 103 polling stations in Tajikistan, as well as foreign polling stations in Azerbaijan, Belarus, Kazakhstan, Kyrgyzstan, Russia, Uzbekistan, Belgium, the United Arab Emirates, South Korea, Turkey and France.

Based on the monitoring, the international observers of the IPA CIS concluded that the parliamentary elections in Tajikistan were held in accordance with the rights and freedoms of all participants in the electoral process, in compliance with the norms of national legislation and Tajikistan's international obligations in the electoral sphere.
