CIS Continues to Develop Program for Creating Common Labour Market and Regulating Labour Migration

A meeting of the Working Group on the development of a draft Comprehensive Programme aimed at creating a common labour market and regulating labour migration in the CIS countries was held in Minsk.

The event was attended by representatives from Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, Uzbekistan, the General Confederation of Trade Unions, and the CIS Executive Committee, as well as Secretary of the IPA CIS Permanent Commission on Social Policy and Human Rights Evgenia Vladimirova and the Assembly’s representative in the CIS Executive Committee Igor Borovko.

At the meeting, the proposals and comments received on the draft Comprehensive Program were reviewed, and a number of additions and clarifications were made.

Evgenia Vladimirova took the initiative to include the following documents in the program: the Revised Concept Paper of Common Migration Area of the CIS Member Nations; the Model Law on Platform Work; Recommendations on the Establishment of Professional Training Procedures for Workers and Specialists Involved in External Labour Migration; and Recommendations for Harmonized Conceptual Approaches to the Organization of Labour Regulation in the CIS Member Nations, taking into account the introduction of digital technologies. She invited all interested agencies to join the working group on the development of legal acts.

The meeting participants decided to continue working on the program project and hold the next meeting of the working group in July 2025.
