Ethical Standards, Implementation in Economy, Safety of Use: CIS Parliamentarians Approved Law on Artificial Intelligence

A meeting of the IPA CIS Permanent Commission on Science and Education was held at the Tavricheskiy Palace. The event was chaired by Chair of the Committee of the Federation Council of the Federal Assembly of the Russian Federation on Science, Education and Culture Liliya Gumerova.
Parliamentarians from Armenia, Azerbaijan, Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan and Uzbekistan, academia and representatives of expert communities took part in the work of the commission.
The parliamentarians approved the draft Model Law on Artificial Intelligence Technologies (Model law on AI technologies).
The document is aimed at adopting a common terminology and principles of AI use in the CIS countries. It will help to create a common space for the economic development of the region. The developers noted that the law also provides for state support for the introduction of AI in production, economy and everyday life.
The draft document takes into account the proposals and comments of experts and parliaments of the Commonwealth countries. After today’s approval by the Permanent Commission, it will be sent to the CIS IPA Council for consideration at the plenary session.
The topic of the use of AI technologies also touches upon the draft Amendments to the Model Education Code for the CIS Member Nations (digitalisation aspect).
AI is being actively introduced in education, but its use can hinder the development of creative abilities of students and teachers. Therefore, it is important to use AI in such a way that it supports the learning process rather than replacing it completely. Despite the risks, it is necessary to take into account the rapid development of the technological process and the impossibility to completely exclude AI tools from the educational sphere.
The developers of the document included the notion of inclusive education and changed some norms concerning the educational process for people with disabilities, with an emphasis on the use of information and communication technologies.
Another document considered by the Commission is the draft Recommendations on the Legal and Regulatory Framework for the System of Development and Support of Young Talents for the CIS Member Nations.
The formation of national support systems for talented young people of the Commonwealth will create favourable conditions for the development and implementation of their activities in the homeland, guaranteeing the creation of jobs and improvement of living standards.
During our analysis of national legislations, the developers found a large number of activities for talented children and youth: Olympiads, competitions, festivals. It was noted that information about them is “very scattered” and there are no mechanisms for searching and tracking them. Therefore, in the experts’ opinion, the creation of a single information portal could become a convenient tool for searching for events and developing the talents and skills of children and youth.
In addition, the portal could provide sections for consultations and exchange of best practices in the sphere of supporting young talents. Such an information resource could be integrated into already existing common information spaces or created as a new digital resource. It will also help to unite talented children and youth, including promising research, educational and creative sports projects.
The parliamentarians were informed about the progress of work on the draft Recommendations on the Normative Regulation of Academic Mobility.
The document regulates the preparation of participants of academic mobility, including administrative, legal, cultural, financial and linguistic aspects, as well as the issues of transfer of grants, use of credits, recognition of education and assessment of students’ competences.
The draft Regulations on the International Competition of Diploma Projects for the IPA CIS Award were finalised. The competition is designed to encourage students to conduct high quality research and facilitate the exchange of knowledge and best practices in the field of model lawmaking.
The next commission meeting is scheduled to take place in autumn 2025.
