IPA CIS Model Instruments Included in Draft Action Plan for Year of Social Development and Quality of Life

The Commonwealth of Independent States is preparing proposals for the draft Action Plan for the preparation and observance of the Year of Social Development and Quality of Life in 2028. The initiative was considered at a meeting of the Working Group of the CIS Advisory Board on Labor, Employment and Social Security.
The meeting brought together representatives of Azerbaijan, Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan and Uzbekistan, as well as the CIS Interstate Statistical Committee, the General Confederation of Trade Unions (GCTU), the Coordinating Council of the International Union “Commonwealth of Public Organizations of Veterans (Pensioners) of Independent States, the sectoral CIS Base organizations and the CIS Executive Committee.
The Interparliamentary Assembly of the CIS was represented by Secretary of the IPA CIS Permanent Commission on Social Policy and Human Rights, Executive Secretary of the Expert Advisory Board on Public Health under the IPA CIS Evgenia Vladimirova.
She presented the legislative acts included in the Long-Term Plan for Model Law-Making in the Commonwealth of Independent States for 2026 – 2028. These include a revised Model Law on Social Partnership, a revised Model Law on Welfare of Disabled Persons, a Model Family Code for the CIS Member Nations, and Recommendations on Improving the National Legislation of the Commonwealth States in the Field of Public Youth Policy.
The members of the expert group confirmed the inclusion of these model instruments in the draft Action Plan for the preparation and observance of the Year of Social Development and Quality of Life in 2028.
The draft Decision declaring 2028 the Year of Social Development and Quality of Life in the Commonwealth of Independent States is expected to be considered at the meeting of the Council of the CIS Heads of State on 9 October in Turkmenistan.
The adoption of such a Decision is a natural step, as ensuring citizens’ right to a decent quality of life has always been at the heart of domestic policy across the CIS. Moreover, despite global economic turbulence and sanctions pressure, the Commonwealth countries have succeeded not only in maintaining but also in improving both the material well-being of their citizens and the quality of social services provided to them.
The initiative to designate 2028 as the Year of Social Development and Quality of Life in the CIS was put forward by the Kyrgyz side. Its implementation is expected to promote closer cooperation among the Commonwealth countries in the social sphere, strengthen their social and demographic potential, and support effective employment policies.
