IPA CIS Updates Model Law on Status of Commissioner for Human Rights

A meeting of the Permanent Commission of the Interparliamentary Assembly of the CIS on Social Policy and Human Rights was held at the Tavricheskiy Palace.
The meeting was chaired by Member of the Committee of the Milli Majlis of the Republic of Azerbaijan on Legal Policy and State Building and Member of the Committee on Culture Nizami Safarov.
Deputy Chairs were elected: Chair of the Committee of the Mazhilis of the Parliament of the Republic of Kazakhstan on Legislation and Judicial-Legal Reform Snezhanna Imasheva, Chair of the Committee of the Jogorku Kenesh of the Kyrgyz Republic on Labour, Health Care, Women and Social Issues Gulkan Moldobekova, and Member of the Committee of the State Duma of the Federal Assembly of the Russian Federation on Small and Medium Enterprises Natalia Poluyanova.
Participants reviewed and approved a draft revised Model Law on Status of Human Rights Ombudsman. The document clarifies the legal status of ombudsmen, expands their powers and strengthens guarantees of independence. It also introduces mechanisms for easier access to rights protection, including remote applications and consultations, as well as tools for rapid response to systemic human rights violations.
The Commission also approved in principle the revised Concept of a Common Migration Space of CIS Member Nations. The document aims to promote cooperation in migration policy, enhance security, counter illegal migration and improve quality of life.
Members decided to request the Council of Heads of Migration Authorities of CIS Member Nations to consider the document at its meeting.
Participants also approved recommendations on coordinated approaches to labour standardization in CIS Member Nations in the context of digital technologies, and discussed draft model laws on blood and blood component donation and social policy for older workers.
It was agreed to hold a special expert session on implementation of the Model Law on Drug Provision in CIS Member Nations in April 2026 within the Year of Health Protection in the CIS.
The Commission also developed a draft regulation on the honorary badge of the IPA CIS “For Contribution to Development of Healthcare”, which will be submitted to the IPA CIS Council for consideration.
