Legislative Regulation of Territorial Defence Discussed at Seminar in Tavricheskiy Palace

The headquarters of the CIS Interparliamentary Assembly hosted a seminar on the preparation of a draft Model law on Territorial Defence.
The event was attended by representatives of the Ministry of Defence and the Ministry of Internal Affairs of the Republic of Belarus, specialised higher educational institutions, the 1st Western District Military Court, military experts.
Chair of the IPA CIS Permanent Commission on Defence and Security Issues, member of the Defence Committee of the State Duma of the Federal Assembly of the Russian Federation Viktor Zavarzin addressed the participants of the meeting.
The need to develop a Model law on Territorial Defence is due to the weak degree of legislative regulation of this institution - and as a consequence: the legal uncertainty of the place of territorial defence in the system of measures to ensure national security.
Deputy head of the Department of State and Legal Disciplines of the North-West Branch of the Russian State University of Justice Roman Terentyev said that while preparing the document the working group analysed the legislation of Commonwealth countries and came to the conclusion that there are similar approaches to defining the goals and principles of regulation of the Institute of Territorial Defence. This facilitates the development of the law.
The discussion also focused on the powers of local self-government bodies to organise Territorial Defence events, peculiarities of legal regulation of the activities of territorial self-defence formations, training of persons involved in the conduct of Territorial Defence, and other issues.
