Recommendations on Use of Effective Forms of Dialog Between Citizens and Local Authorities Approved

The Tavricheskiy Palace hosted a joint meeting of the IPA CIS Permanent Commission Permanent Commission on Practices of State-Building and Local Government and the Committee on Legislation of St. Petersburg Legislative Assembly.

The event was held by Chair of the IPA CIS Permanent Commission, Chair of the Standing Commission of the House of Representatives of the National Assembly of the Republic of Belarus on State-Building, Local Government, and Regulations Valentin Semenyako and Chair of the Committee on Legislation of St. Petersburg Legislative Assembly Vsevolod Belikov.

The meeting was attended by representatives of the parliaments of Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan and Uzbekistan, experts and representatives of specialized agencies of the Commonwealth countries.

The MPs considered and approved the draft Recommendations on the Use of Various Forms of Dialog Between Citizens and Local Administration to Address Issues of Territory Development.

The aim of the Recommendations is to improve the interaction between citizens and local government. The members of the commission decided to ask the IPA CIS Council to include the Recommendations in the agenda of the next plenary session of the Assembly.

At the meeting they discussed the development of the draft Recommendations on Ensuring and Protecting the Electoral Sovereignty of the State.

The members of the Commission approved mainly the draft Model law on Creative Industries.

Another document considered and approved was the draft Recommendations to local authorities on the Implementation of the Environmental Policy at the Local Level.

Member of the Committee on Legislation of St. Petersburg Legislative Assembly Vladimir Nosov presented information on lawmaking activities of the Legislative Assembly.

The members of the Commission also discussed the progress of work on the draft Model law on the Status of Capitals, Cities of State Importance and Centers of Regions of the State and the draft Recommendations on Cross-Border Cooperation for Local Authorities.

Secretary of the IPA CIS Permanent Commission on Practices of State-Building and Local Government Elena Fominenko told about the work plan of the commission for 2025.

The legislators heard information on the progress of work on the draft Dictionary of terms and concepts used in the preparation of legislative acts in the field of state building and local government.
