Commonwealth Experts Considered Standardization, Licensing and Cross-Border Insolvency and Bankruptcy Issues

On 14 March, a meeting of the IPA CIS Expert Advisory Board on Economy was held. The event was chaired by Chair of the Expert Advisory Board, Rector of St. Petersburg State University of Economics, Igor Maksimtsev.
Vice-Rector for Research, Head of the Department of Project Management and Quality Management of St. Petersburg State University of Economics Elena Gorbashko told about the progress of work on the draft Model Law on Standardization.
The peculiarities of work on the final stage of the draft Model Law on Strategic Planning were highlighted by Professor of the Department of Economics and Management of Enterprises and Production Complexes of St. Petersburg State University of Economics Elena Yakovleva.
The report was supplemented by Director General of the Institute of Territorial Systems Development Management Boris Kukor. He told about the methodology of decision-making in the field of strategic planning, which formed the basis of the document being developed.
Professor of the Department of Commercial Law of the Law Faculty of St. Petersburg State University Oleg Skvortsov devoted his speech to the details of the development of the Model Law on Licensing.
Secretary of the IPA CIS working group, partner at the legal firm JSC “Best Choice” Alexander Dolgov informed about the results of the work of the working group on the development of the draft Model Law on Platform Employment.
Deputy Heads of the working group on preparation of the draft Model Law on Cross-Border Insolvency and Bankruptcy - Deputy Head of the Department of Legal Regulation of Business at the Faculty of Law of the National Research University Higher School of Economics Elena Mokhova and insolvency practitioner, member of the Council of the Self-Regulatory Organization of Insolvency Practitioners “Delo” Elena Pavlova reported on the results of the first meeting of the working group established on the recommendation of the IPA CIS Expert Advisory Board on Economy.
At the first meeting, the working group discussed the concept of the future law. The members of the group paid attention to terms and legal issues.
The proposals received from the Staff of the Jogorku Kenesh of the Kyrgyz Republic regarding the development of new model laws in the field of green economy were organically reflected in the reports of lecturer of the Department of Economics and International Economic Relations of the Kyrgyz Economic University named after M. Ryskulbekov Saykal Esenamanova and Director of the "AMBERD" Research Center of the Armenian State Economic University Elyanora Matevosyan.
The peculiarities of economic modernization on the basis of hybrid energy, taking into account the accumulated world experience, were highlighted in the report by Scientific Director of the Center for Sectoral Cooperation and Professional Development at the St. Petersburg State University of Economics Stanislav Babich.
Deputy Secretary General of the IPA CIS Council – Plenipotentiary Representative of the Majlisi Oli of the Republic of Tajikistan Abdukhalil Gafurzoda made a proposal to develop Recommendations on Modernization of the Economy on the Basis of Hybrid Energy in the process of discussion of proposals on inclusion of documents to be developed in the Perspective Plan of Model Lawmaking.
Member of the Committee of the Majlisi namoyandagon of the Majlisi Oli of the Republic of Tajikistan on Energy, Industry, Construction and Communications, Doctor of Economics Rustam Rakhmatzoda made comments to the draft, which relate to the peculiarities of redistribution of flows within the energy systems and taking into account the investment component of the hybrid energy development process.
After the discussion, the members of the Expert Advisory Board decided to apply to the IPA CIS Permanent Commission on Economy and Finance to consider the feasibility of including the Recommendations on Modernization of the Economy on the Basis of Hybrid Energy in the Plan of Model Legislation.
The next meeting is scheduled for September - November 2025.
