Unified Standards for Future Specialists: IPA CIS Prepares Recommendations on Career Guidance for Children and Youth
06 June 2025

On 6 June, a meeting of the IPA CIS Expert Advisory Board on Science and Education was held at the Tavricheskiy Palace.
The meeting was chaired by Rector of Peter the Great St. Petersburg State Polytechnic University, Academician of the Russian Academy of Sciences Andrey Rudskoy. The event brought together leading experts, representatives of government authorities, and members of the research and educational communities of the Commonwealth countries.
The meeting reviewed a draft Recommendations on Career Guidance for Children and Youth in CIS Countries. The document aims to establish a common understanding of key terms. Uniform definitions will enable all participants in the process—from educators to legislators—to speak the same language and work within the same framework. The document will help countries implement modern early career guidance systems, including online platforms, gaming and practical methods, as well as projects involving real employers and mentors. In addition, thanks to the unification of approaches, the CIS countries will be able to exchange their successful practices.
The meeting presented best practices for organizing career guidance for children and young people in Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia, and Uzbekistan.
The Expert Advisory Board members reviewed proposals for the draft Prospective Plan for Model Lawmaking in the CIS for 2026-2028, including Recommendations on the Formation of a System of Micro-qualifications, a Model Law on Combating Bullying in the Educational Process, and Recommendations on the Regulatory Framework for Tutoring Activities in the Educational Sphere.
The next meeting of the Expert Advisory Council will be held in the autumn of 2025.
