Dmitriy Kobitskiy: 2025 was busy and eventful year for CIS Interparliamentary Assembly

Secretary General of the Council of the IPA CIS Dmitriy Kobitskiy reviewed an active and productive year for the Interparliamentary Assembly of Member Nations of the Commonwealth of Independent States (IPA CIS) in an interview with TV-channel “Mir” in the program “Eurasia. Literally”. 2025 was marked by a record number of events ranging from traditional sessions to major international forums and congresses with broad participation from all CIS Member Nations.
The 80th Anniversary of Victory in the Great Patriotic War was a central theme, uniting the CIS Member Nations in preserving historical memory. In Saint Petersburg, a commemorative conference brought together MPs, historians, writers, and youth, while during the spring session representatives honoured defenders at Piskaryovskoye Memorial Cemetery with restored memorial plaques for each CIS Member Nation.
The IPA CIS introduced new engagement formats. For the first time the International Scientific-Educational Congress of the CIS Member Nations “The Intellectual Code of the Commonwealth” convened, bringing experts together to discuss modern education, science, and entrepreneurship.
Numerous field events strengthened interparliamentary dialogue and broadened engagement. The autumn session was held in Dushanbe, Tajikistan. Belarus hosted the International Cultural and Educational Forum “Children of the Commonwealth” alongside sessions of the Youth Interparliamentary Assembly. In Dagestan, Russia, the II International Forum “Sustainable Development of Mountain Territories” and the Travel HUB “Commonwealth” tourism forum focused on mountain tourism.
A notable international conference addressed the Russian Language as a Basis for Integration Dialogue in the CIS, discussing legal terminology unification and promotion of Russian as a language of interethnic communication. The IPA CIS Council supported establishing the IPA CIS Luidmila Verbitskaya Award for contributions to Russian language development.
The IPA CIS continued expanding international election observation. Monitoring groups worked at presidential elections in Belarus and parliamentary elections in Kyrgyzstan and Tajikistan, noting implementation of modern voter identification technologies.
Looking ahead, parliamentary elections are scheduled in Armenia and Russia in 2026. The International Institute for Monitoring Democracy Development, Parliamentarianism and Suffrage Protection of Citizens of the IPA CIS Member Nations (IPA CIS IIMDD) will mark its 20th anniversary with a major conference on election observation and trust in electoral processes from 18–20 February 2026.
The IPA CIS Future events will include another Travel HUB forum in Belarus, the “Children of the Commonwealth” forum in Khujand, Tajikistan, and the Forum “Commonwealth of Fashion”. Plans also call for expanded dialogue on health and healthy lifestyles, and new initiatives in social and humanitarian areas.
Secretary General of the Council of the IPA CIS Dmitriy Kobitskiy concluded by extending wishes of peace, health, and prosperity to people across the CIS Member Nations.
