IPA CIS Delegation Participated in Proceedings of General Assembly of PABSEC

The 64th General Assembly of the Parliamentary Assembly of the Black Sea Economic Cooperation (PABSEC) began its work on 11 December, in Yerevan.
The IPA CIS delegation is participating in the session’s events, including Secretary General of the IPA CIS Council Dmitriy Kobitskiy, Deputy Secretary General of the IPA CIS Council – Plenipotentiary Representative of the National Assembly of the Republic of Armenia Hyak Chilingaryan, and Advisor to the Secretary General Sergey Karavaev.
The session was opened by Speaker of the National Assembly of the Republic of Armenia Alen Simonyan.
The main topics discussed at the PABSEC General Assembly were including the reopening of borders as a guarantee of regional development, legal issues related to migration and refugee flows, and the role of parliaments in strengthening the protection of cultural heritage in BSEC Member States.
On the sidelines of the event, Dmitry Kobitsky met with Alen Simonyan.
Additionally, a meeting took place between Dmitriy Kobitskiy and Chief of the UNOCT Programme Office on Parliamentary Engagement David Alamos.
Opening the meeting, the Secretary General announced that the IPA CIS supported the UNOCT initiative to hold an event on artificial intelligence (AI) in April 2025 in Saint Petersburg.
He spoke about the framework documents being developed and adopted by the Assembly to regulate the use of AI.
David Alamos thanked Dmitriy Kobitskiy for the opportunity to meet and praised the level of cooperation between the organizations. He noted that the UNOCT is ready to exchange experience in the field of legislative regulation of AI.
The parties agreed to extend the Memorandum of Understanding between the Assembly and the Counter-Terrorism Office.
Dmitriy Kobitskiy informed David Alamos about the Assembly’s adoption of the Observer Status Regulation for the IPA CIS and proposed that the UNOCT be granted this status.
