Intellectual Code of the Commonwealth — Dialogue about Future of Knowledge, Technology and Human Beings

For the first time, the International Scientific-Educational Congress of CIS Member Nations “The Intellectual Code of the Commonwealth” was hold on 30–31 October 2025 at the IPA CIS headquarters in Saint Petersburg, the Tavricheskiy Palace. The Congress was organized by the CIS Interparliamentary Assembly and the Federation Council of the Federal Assembly of the Russian Federation.

The event brought together experts from different countries to discuss key issues of modern education, science and entrepreneurship. The Congress served as a platform for a substantive professional dialogue, during which concrete proposals for developing cooperation among the CIS countries were formulated.

Speaker of the Federation Council of the Federal Assembly of the Russian Federation, Chairperson of the IPA CIS Council Valentina Matvienko sent greetings to the participants of the plenary session of the Congress.

She is sure that during the formation of a new technological order, not only the exchange of experience is required, but also the formation of a joint strategy for the future.

The Commonwealth countries are connected by both historical memory and common intellectual potential, long-term interpenetration of original cultures and scientific traditions, the speaker noted.

“Together we are creating a system of knowledge and skills that meets the requirements of the time, where creativity is side by side with technology, and traditional values are side by side with innovation,” Valentina Matvienko said in a greeting read out by Chair of the IPA CIS Permanent Commission on Science and Education, Chair of the Committee of the Federation Council of the Federal Assembly of the Russian Federation on Science, Education and Culture Lilia Gumerova.

In recent years, significant initiatives have been taken in the field of regulating artificial intelligence, distance learning and the use of digital tools, said Dmitriy Kobitskiy, Secretary General of the IPA CIS Council.

“We see how topics that seemed academic until recently – intellectual property, personal data protection, e-commerce, biomedicine – are becoming part of our legislative agenda,” the Secretary General said.

In his opinion, the congress provides an opportunity to see how the ideas of scientists, young researchers, and experts are integrated into professional discussion and become the basis for new approaches.

Speaker of the State Duma of the Federal Assembly of the Russian Federation Vyacheslav Volodin sent greetings to the participants. He is convinced that the topics discussed at the congress are important for strengthening international humanitarian cooperation, implementing socially significant projects, and overcoming modern challenges.

The text of the greeting was read out by First Deputy Chair of the Committees of the State Duma of the Federal Assembly of the Russian Federation on Issues of the Commonwealth of Independent States and Contacts with Fellow Countryman Kazbek Taysaev.

Secretary General of the CIS Sergey Lebedev also sent greetings.
