Targeted recruitment, fight against shadow market, support for young specialists: plenary session of Labour forum was held

The highlight of the IX St. Petersburg International Labour Forum — the major plenary session ”Human Capital. Investing in the Future“ — took place today, gathering experts to discuss whether artificial intelligence will replace millions of jobs, which skills and professions will be in demand, and how to prepare the next generation for the labour market.
Secretary General of the IPA CIS Council Dmitriy Kobitskiy spoke about the Assembly’s 30-year experience in the legal regulation of migration, from the adoption of the 1994 CIS Charter of Social Rights and Guarantees to the Model Migration Code.
He highlighted key documents such as the Glossary of Terms and Concepts in Migration Regulation, widely used in drafting national laws and interstate treaties, and the Model Law on the Activities of Private Employment Agencies, which laid the foundation for legal norms in the labour migration sector across the CIS.
Chair of the Committee of the Federation Council of the Federal Assembly of the Russian Federation on Economic Policy and member of the IPA CIS Permanent Commission on Economy and Finance Andrey Kutepov stressed the urgency of aligning vocational and engineering training programs with real industry needs. According to Russia’s Ministry of Labour, by 2030, an additional 3.1 million workers will be needed.
First Deputy Minister of Internal Affairs of Russian Federation Alexander Gorovoy announced the creation of a new department for citizenship and foreign national registration within the Ministry. He reported that the Ministry is working on an updated Concept of Russia’s Migration Policy, as mandated by the President and Government.
The forum is organized by the IPA CIS, the Government of St. Petersburg, and St. Petersburg State University, with support from the Ministry of Labour and Social Protection of the Russian Federation.
