Vladimir Putin Addressed Meeting of Council of Legislators Under Federal Assembly of Russian Federation in Tavricheskiy Palace

On Russian Parliamentarism Day, President of the Russian Federation Vladimir Putin addressed a meeting of the Council of Legislators under the Federal Assembly of the Russian Federation.
The event took place at the Tavricheskiy Palace, the IPA CIS headquarters.
The Head of State noted that the date holds particular historical significance, marking the 120th anniversary of the establishment of Russia’s first full-fledged parliament.
“On 27 April 1906, the first meeting of the State Duma was held in this very hall. At that time, the very establishment of the Duma and the holding of elections were events of tremendous public and state importance. Many saw this as a new stage in the country’s development and a hope for large-scale transformations in Russia,” Vladimir Putin emphasized.
Addressing the parliamentarians, he stressed that their role goes beyond adopting laws and includes overseeing their implementation. This requires maintaining constant contact with citizens, listening to and respecting their views, assuming responsibility and making timely decisions in the public interest.
“I believe you will agree that this should be the guiding principle of your work across all strategically important areas: demographic, social and migration policy, healthcare, education, environment, culture, and all priority issues reflected in national projects and long-term plans. Their legislative support must be continuous,” Vladimir Putin said.
He called on parliamentarians to support the Government’s efforts and to submit proposals aimed at stimulating economic growth in order to achieve sustainable and higher growth rates. In the President’s view, a solid legal framework is needed for advanced sectors of technological leadership and for the comprehensive development of the territories of the Russian Federation. Systemic legislative decisions are being adopted, including those related to the introduction of elements of the platform economy, the circulation of the digital ruble and support for creative industries.
“The initial contours of a regulatory framework in the field of artificial intelligence are also on the agenda. Taking into account international experience, it is necessary to develop our own optimal and balanced model for regulating these technologies, which are fundamentally transforming the world,” the Head of State stressed.
Vladimir Putin noted that legislative and executive authorities should work with a forward-looking approach, creating laws that support constructive development and help talented individuals realize their potential. In his view, such legal norms will serve as a driver for the development of science, the economy and society, moving the State forward. He expressed confidence that Russian legislators would act accordingly.
The President also outlined key principles for the upcoming elections to the State Duma of the Federal Assembly of Russian Federation. Pre-election competition should not affect the quality and continuity of legislative work, and the campaign itself must be conducted strictly in accordance with the law. This will ensure the legitimacy of the results and create a stable basis for timely decision-making in the interests of the people.
