Azerbaijan Information Society Development Discussed in Baku and St. Petersburg

On 23 December 2021, a roundtable “Development of the Information Society in the Azerbaijan Republic: Experience of Interaction Between the State, Religious and Public Institutions” organized by the International Institute for Monitoring Democracy Development, Parliamentarianism and Suffrage Protection of Citizens of IPA CIS Member Nations (IPA CIS IIMDD) and IPA CIS IIMDD Baku office took place today via videoconferencing.

The event was attended by members of the Milli Majlis of the Azerbaijan Republic, representatives of ministries and departments, the media, higher education and research institutions of Azerbaijan and staff members of the IPA CIS Council Secretariat.

The meeting was opened by Director of the IIMDD IPA CIS Baku office Teymur Muradov. He said that the roundtable was dedicated to the discussion of the results of the research, carried out in the Azerbaijan Republic this year. Deputy Secretary General of the IPA CIS Council – Plenipotentiary Representative of the Milli Majlis of the Azerbaijan Republic Aidyn Jafarov greeted the event participants and delivered the welcome address of Secretary General of the IPA CIS Council Dmitriy Kobitskiy, who noted the attention paid by the IPA CIS to study the role of information technologies in social development.

Director of the IIMDD IPA CIS, PhD in Law, Professor Ivan Mushket outlined the importance of the topic of the event not only for the Azerbaijan Republic but also for the entire Commonwealth. He emphasized that over the past decade, a solid regulatory framework had been formed in the Azerbaijan Republic that regulates the dissemination and implementation of information and communication technologies and ensures the transition to an information society in various spheres of public life.

Member of the Milli Majlis of the Azerbaijan Republic, Chair of the IPA CIS Permanent Commission on Social Policy and Human Rights, PhD in Law, Professor Nizami Safarov in his speech highlighted the conceptual foundations of the development of the information society and the fundamental norms of international law in the field of information technology development.

One of the authors of the study, Head of the Department of International Relations and Human Rights, Expert of the Institute of Law and Human Rights of ANAS, Doctor of Philosophy in Political Science Jahangir Jahangirli told the participants about current trends, challenges and prospects for the development of the Azerbaijan information society and its role in the interaction of state, religious and public institutions of the Azerbaijan Republic.

Head of the Department of Programming and Information Security of the West Caspian University Fariz Hasanli told the participants about the issues of using information technologies in the development of the information society.

Head of the Sector for Work with International Organizations of the International Relations Department of the Ministry of Digital Development and Transport of the Azerbaijan Republic Emil Akhmedov and political scientist, Professor of Baku State University Sultan Zakhidov also made reports on the development of the information society in the Azerbaijan Republic.

Representative of the State Committee of the Azerbaijan Republic for Work with Religious Organizations Safar Safarli stressed the importance of raising awareness about the use of modern means of information and communication.

Expert of the Institute of Law and Human Rights of ANAS, Doctor of Philosophy in Political Sciences Moisey Becker told the meeting participants about the history of the development of relations between the state, religious and public institutions in the territory of the Azerbaijan Republic.

Advisor to the Secretary General of the IPA CIS Council Sergey Karavaev also attended the roundtable.
