International Conference on Electoral Observation Took Place in Tavricheskiy Palace

On 13 May 2021, the international research and practice conference “Technologies of Electoral Process and Monitoring of Elections”, dedicated to the 15th anniversary of the establishment of the IPA CIS IIMDD, took place in the Tavricheskiy Palace – the IPA CIS headquarters.

At the beginning of the event, Secretary General of the IPA CIS Council Secretariat Dmitriy Kobitskiy delivered the welcoming speech of Chairperson of the IPA CIS Council, Speaker of the Federation Council of the Federal Assembly of the Russian Federation Valentina Matvienko.

Chairperson of the CIS Executive Committee Sergei Lebedev in his welcoming speech also highly appreciated the contribution of the IPA CIS IIMDD to the development of democratic institutions across the Commonwealth.

At the opening of the Conference, welcome addresses were also delivered by Secretary General of the IPA CIS Council Secretariat Dmitriy Kobitskiy, Secretary General of the OSCE Parliamentary Assembly Roberto Montella and Director of the OSCE ODIHR Matteo Mecacci. There were also welcoming speeches of chairpersons of the central election commissions of the Azerbaijan Republic – Mazakhir Panahov, the Republic of Armenia – Tigran Mukuchyan, the Republic of Belarus - Lidia Yermoshina, the Republic of Kazakhstan - Berik Imashev, the Russian Federation – Ella Pamfilova and the Republic of Tajikistan – Bakhtiyor Khudoyorzoda.

The Conference continued with the plenary session, at which presentations were made by Deputy Head of the IPA CIS Council Secretariat – Director of the IPA CIS IIMDD Ivan Mushket, First Deputy Chairperson of the CIS Executive Committee Viktor Guminskiy, Deputy Secretary General of the IPA CIS Council – Plenipotentiary Representative of the Milli Mejlis of the Azerbaijan Republic Aidyn Jafarov, Chairperson of the Central Commission on Elections and Referenda of the Kyrgyz Republic Nurzhan Shaildabekova, Deputy Secretary General of the IPA CIS Council – Plenipotentiary Representative of the Majlisi Oli of the Republic of Tajikistan Bakhtovar Safarzoda, Chairperson of the Central Election Commission of the Republic of Moldova Dorin Cimil, Chairperson of the Central Election Commission of the Republic of Uzbekistan Zainiddin Nizamhodjaev, as well as the CIS MPs, the academia and members of civil society organizations.
