CIS Experts Discussed IPA CIS Model Legislation in Field of Labor

A meeting of the CIS Advisory Board on Labor, Employment and Social Security was held today via videoconferencing.

The event brought together representatives of the Azerbaijan Republic, the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation, the Republic of Tajikistan, the Republic of Uzbekistan, the CIS Interparliamentary Assembly, the Eurasian Economic Commission, the General Confederation of Trade Unions, the CIS Interstate Statistical Committee and the CIS Executive Committee.

Member of the Committee of the Milli Majlis for Law Policy and State-Building, member of the Defence, Security and Counter-Corruption Committee of the Milli Majlis, Chair of the IPA CIS Permanent Commission on Social Policy and Human Rights Nizami Safarov participated in the event on behalf of the CIS Interparliamentary Assembly.

He recalled that on the initiative of the Advisory Board the Assembly had already adopted the Recommendations on Setting Common Principles of Investigating Work-Related Accidents and Other Injuries of Workers in the CIS, as well as the Recommendations on Setting Common Approaches to Statistical Reporting in the Field of Working Conditions and Occupational safety in the CIS.

According to the MP, the next meeting of the IPA CIS Permanent Commission on Social Policy and Human Rights will discuss two more documents initiated by the CIS Advisory Board:  the CIS Recommendations on Assessment of Working Conditions at Workplaces of the Commonwealth of Independent States and the CIS Recommendations on Requirements for Control (Oversight) of Labour Protection Legislation Compliance.

Secretary of the IPA CIS Permanent Commission on Social Policy and Human Rights Evgenia Vladimirova informed the meeting participants about the model law-making of the IPA CIS in the social sphere. She presented the goals and main provisions of the Model Law on Ensuring Children’s Rights to Health Care in the CIS, the Model Law on Refugees, the CIS Model Labour Code and the Model CIS Migration Code.

The members of the CIS Advisory Board on Labor, Employment and Social Security took note of the information of the IPA CIS Permanent Commission on Social Policy and Human Rights and decided to continue the cooperation in terms of the development and approval of draft documents in the social and labour field.

In addition, the Advisory Board members summed up the results of the implementation of the decisions of the last meeting and discussed the results and prospects of cooperation between the CIS countries in the social and labour field. It was decided to continue work to improve the legal framework in this area, implement measures based on the Concept of Further Development of the CIS, the CIS Long-Term Economic Strategy until 2030, the Action Plan on Implementation of the CIS Concept of Coordinated Social and Demographic Policy for 2020 – 2023.
