Experts Discussed Regulation of Electronic Commerce in Commonwealth Countries

On 18 October 2022, a meeting of the IPA CIS Expert Advisory Board on Economy was held in the Tavricheskiy Palace and discussed the issues of legal regulation of electronic commerce in the CIS Member Nations.

Rector of the St. Petersburg State University of Economics, Chairman of the IPA CIS Expert Advisory Board on Economy Igor Maksimtsev moderated the meeting.

The meeting brought together experts from the CIS countries, representatives of the United Nations Commission on International Trade Law (UNCITRAL), the CIS Executive Committee and the Eurasian Economic Commission.

Representatives of UNCITRAL Luca Castellani and Alexander Kunzelmann informed the participants about the model laws developed by UNCITRAL in the field of electronic commerce, as well as documents under development aimed at  harmonizing legislation in this area within the framework of UNCITRAL Working Group IV (Electronic Commerce), in particular about the use of artificial intelligence and automation in contracting, as well as on the use and cross-border recognition of identity management and trust services.

The meeting decided to include the development of the revised Model Law on Electronic Commerce and the revised Model Law on Electronic Signature in the draft Long-Term Plan of Model Law-Making in the Commonwealth of Independent States for 2023–2025.
