Land Policy Experts Invited IPA CIS to Develop Model Law on Land Management

On 14 April 2022, parliamentary hearings “Land Management Support for the Involvement of Unused Agricultural Land in Circulation” took place at the State University of Land Use Planning in Moscow.

The Committee of the Federation Council of the Federal Assembly of the Russian Federation on Agrarian and Food Policy and Environmental Management organized the event. The representatives of the Russian Parliament, the Ministry of Agriculture of the Russian Federation, the Federal Service for State Registration, Cadastre and Cartography, the Federal Service for Veterinary and Phytosanitary Surveillance, the Accounts Chamber of the Russian Federation, executive authorities of 40 subjects of the Russian Federation and academia took part in the event. Chair of the Committee of the Federation Council Committee of the Federal Assembly of the Russian Federation on Agrarian and Food Policy and Environmental Management Alexey Mayorov led the event.

Secretary of the IPA CIS Permanent Commission on Agrarian Policy, Natural Resources and Ecology Natalia Amburtseva represented the IPA CIS Council Secretariat at the meeting.

Following the discussions, the meeting participants expressed a common opinion on the need to update the Federal Law on Land Management of 2001, as well as to prepare a draft doctrine of land policy in the Russian Federation. They recommended the IPA CIS to intensify work in the field of improving the legislative framework of the Member Nations on land management support to mobilize unused agricultural land, taking into account regional specifics. In addition, the Assembly was invited to work on the development of the Model Law on Land Management.
