Prospects of Model Legislation in Field of Artificial Intelligence and Distance Education Outlined

Today, the meeting of the IPA CIS Permanent Commission on Science and Education took place via video-conferencing.

Upon the proposal of IPA CIS Secretary General Dmitriy Kobitskiy, Chair of the Committee of the Federation Council of the Federal Assembly of the Russian Federation on Science, Education and Culture Lilia Gumerova was unanimously elected Chair of the Commission.

Chair of the Committee of the Majlisi namoyandagon of the Majlisi Oli of the Republic of Tajikistan on Science, Education, Culture and Youth Nasiba Sodiki was elected Deputy Chair.

The meeting discussed the progress of work on the Model Law on Commercialization of Results of Intellectual Activity. The document was presented by developer – Director General of the Special Design Bureau for Computer-Aided Design Systems Igor Nazarov.

Senior researcher of the sector of information law and international information security of the Institute of State and Law of the Russian Academy of Sciences, Head of the European Practice in the Field of Internet and Technologies Regulation of the law firm “Dentons” Viktor Naumov presented the concept of the Recommendations on Normative Regulation of the Use of the Artificial Intelligence, Including the Ethical Standards for Research and Development.

An extensive debate took place in the Permanent Commission on the issue of the Recommendation on the Perspective Areas of Model Law-Making in the Field of Science and Education. The MPs discussed the accessibility of distance education (including the technical equipment of the students), knowledge, ability and skills, which will enable students to receive education remotely and the adaptation of the existing educational process to the distance technologies.

The members of the Commission also discussed the revised Provisions on the international cultural and educational forum “Children of the Commonwealth”.

The MPs were briefed on the progress of implementation of the Long-Term Plan for Model Law-Making in the Commonwealth of Independent States for 2020–2022 in the field of science and education, on international conference on legal support of the digital development to be held in 2022, on the work of the Permanent Commission in 2020 and the meeting of the CIS Advisory Board on Cooperation in Education held last October.
