Relevant IPA CIS Commission Discussed Model Laws in Field of Cinema and Theatre Activities

Today, a meeting of the IPA CIS Permanent Commission on Culture, Information, Tourism and Sport took place in the Tavricheskiy Palace – the headquarters of the CIS Interparliamentary Assembly.

The event brought together members and plenipotentiary representatives of the parliaments of the Azerbaijan Republic, the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan, the Republic of Moldova, the Russian Federation, the Republic of Tajikistan and the Republic of Uzbekistan, as well as experts and the IPA CIS Council Secretariat staff members.

The meeting was presided by Chair of the Commission, Chair of the Committee of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan on Science, Education, Culture and Sport Erkin Zakhidov.

At the beginning of the meeting, member of the Standing Committee of the National Assembly of the Republic of Armenia on Foreign Relations Anush Begloyan was re-elected as Deputy Chair of the IPA CIS Permanent Commission on Culture, Information, Tourism and Sport.

Further, the MPs considered the draft revised Model Law Public Support for Cinematography. The revised document significantly expands the scope of terms and indicates three levels of state participation in cinematography development: management, regulation and support.

The meeting also considered the revised Model Law on Theaters and Show Business, which features the new provisions regarding the support of non-state theaters and introduces the concept of “producer”.

The Commission members also discussed the concept of the revised Model Code of Intellectual Property for Member Nations of the CIS. The document contains the definition of intellectual property, norms on the protection of copyright and related rights, on patent law and legal protection of intellectual property designations, as well as other provisions regulating relations in this area.

Head of the Department of Theory and History of State and Law of St. Petersburg State University Vladislav Arkhipov presented a draft analytical paper on promising areas of model law-making in the field of digital development in culture and tourism. The expert stressed the need to improve model legislation on the protection of children from information harming their health and development, on professional sports (in terms of e-sports) and on personal data.

Coordinator of the Association of Russian Theater Workers Abroad Leonid Luchkin spoke at the meeting about the role of the Russian language in the theater activities of the CIS countries and about the festival of Russian-language theaters “Meetings in Russia”.

Following the discussion, Chair of the Commission, Erkin Zakhidov proposed to work out the issue of providing support to the Association of Russian Theater Workers Abroad and promoting the dissemination and popularization of the Russian language.

In addition, the Commission members considered the awarding issues and the issue of the inclusion of a roundtable on history and culture dedicated to the 30th anniversary of the IPA CIS in the Work Plan of the CIS Interparliamentary Assembly for 2022.
