MPs and Experts From Belarus and Russia Discussed Issues of Model Law-Making in Union State

Today, parliamentary hearings “Model Law-Making in the Union State” devoted to the methods of development and adoption of model laws by the Parliamentary Assembly of the Union of Belarus and Russia, promising areas of model law-making and its short- and mid-term planning, took place via videoconferencing.

The event brought together the representatives of the Parliamentary Assembly of the Union of Belarus and Russia, the Standing Committee of the Union State, the Eurasian Economic Commission, the CSTO Parliamentary Assembly, relevant ministries, agencies, educational institutions from both states.

The CIS Interparliamentary Assembly was represented at the parliamentary hearings by Head of the Information Analysis Sector of the Expert and Analytical Directorate of the IPA CIS Council Secretariat, Secretary of the IPA CIS Permanent Commission on Science and Education, Executive Secretary of the IPA CIS – Regional Commonwealth in the Field of Communications Expert Council (IPA CIS – RCC Expert Council) Alexander Surygin. In his speech, he spoke about the IPA CIS best model law-making practices, noting the development of the legal framework for the digital development of society as an example.

According to the expert, the issue of digitalization was not new for the Interparliamentary Assembly. As early as in 1993, the IPA CIS developed and adopted the Framework Document on Regulation of Information Exchange in Member Nations of the CIS. Most of the model legislative acts in this field were developed in the 2000s with the assistance of the IPA CIS – RCC Expert Council.

Alexander Surygin drew special attention to the law-making in the field of artificial intelligence and its ethical aspect. “Due to the digitalization, there are a lot of discussions and studies about the ethical aspect of developments in the field of robotics and artificial intelligence systems in the expert community. This is the topic we intend to develop in the Recommendations on the Regulation of the Use of Artificial Intelligence, Including Ethical Standards for Research and Development”, he said.

Chair of the Commission of the Parliamentary Assembly of the Union of Belarus and Russia on Legislation and Regulations Artem Turov, presiding over the hearings, commended the experience of the CIS Interparliamentary Assembly in developing model legislation and noted the need to use it in the law-making activities of the Union State.
