IPA CIS and Kazakhstan Institute of Parliamentarism Sign Cooperation Agreement

The Interparliamentary Assembly of Member Nations of the CIS and the Institute of Parliamentarism (Kazakhstan) will strengthen expert cooperation and interact in the field of model lawmaking.
The agreement was signed by Secretary General of the IPA CIS Council Dmitriy Kobitskiy, and Director of the RSE «Institute of Parliamentarism» Natalya Pan. The ceremony took place on the sidelines of the international conference “Building Trust in the Institution of Elections and Referendums: The Role of International Observation” (dedicated to the 20th anniversary of the IPA CIS IIMDD).
The agreement outlines the main areas of cooperation: scientific research on topical issues of the IPA CIS model lawmaking, improvement of regulatory framework in various spheres, study of mechanisms for interaction with international parliamentary communities, preparation and implementation of joint projects, and development of scientific and legislative initiatives.
The Institute of Parliamentarism was established in 2020 on the instruction of President of Kazakhstan Kassym-Jomart Tokayev. Its key task is to help improve the quality of adopted laws and develop effective legislative activities.
The Institute provides scientific and expert support to deputies in exercising the right of legislative initiative: from substantiating the need for amendments to current legislation to drafting bills, forecasting their consequences, and formulating alternative solutions. The work is carried out in close cooperation with the deputy corps, allowing for a more in-depth study of draft laws, including options different from government proposals.
The establishment of the Institute has become particularly relevant amid large-scale political transformation. In the context of constitutional reform and the expansion of Parliament's powers, the effectiveness of lawmaking is becoming a key indicator of the development of the state system.
