15 October 2026

A meeting of the Permanent Commission of the Interparliamentary Assembly of the CIS on Defense and Security Issues was held at the Tavricheskiy Palace. The meeting was attended by MPs from CIS countries, representatives of CIS statutory bodies and sectoral cooperation bodies, government authorities of the region’s countries, educational and research institutions, and international organisations.
Member of the Standing Committee on State and Legal Affairs of the National Assembly of the Republic of Armenia Andranik Kocharyan and member of the Committee on Finance and Budget of the Mazhilis of the Parliament of the Republic of Kazakhstan Kendebay Adambek were elected Deputy Chairs of the Commission.
The MPs focused on model law-making aimed at strengthening common security across the Commonwealth.
The Commission members approved in principle the draft Recommendations on Harmonizing Legislation of CIS Countries in the Field of Deradicalization.
Coordinated action by the Commonwealth countries to establish a comprehensive, consistent and harmonized organisational and legal framework for institutionalising and developing the activities of authorised bodies responsible for deradicalizing individuals influenced by terrorist and extremist ideologies will create the necessary conditions for further progressive development of cooperation in countering terrorism and extremism.
The second document unanimously approved by the Commission was the Recommendations on Legal Regulation of Relations Related to the Use of Personal Mobility Devices (PMDs) by Road Users.
The draft aims to develop road safety legislation in CIS countries, define the legal status of PMDs, and establish infrastructure that ensures their safe operation.
Another draft document approved in principle was the Recommendations on Implementing Administrative and Legal Measures by Authorised Bodies to Ensure Counter-Terrorism Security in CIS Countries. The document aims to establish a common legal framework across the Commonwealth for controlling sources of increased danger and preventing their use for terrorist purposes.
It was decided to request that the IPA CIS Council submit the approved documents for consideration at the Assembly’s next plenary session.
The MPs also gave preliminary approval to the draft recommendations on implementing deradicalization measures and facilitating the social reintegration of individuals involved in unlawful activities of terrorist and extremist organisations, as well as amendments to the Model Law on Postal Activities.
The documents will be forwarded to national parliaments for expert review, ensuring comprehensive consideration of their provisions in light of the legal traditions and law enforcement practices of each CIS country.
The Commission members also approved in principle the concept for the draft Model Law on Countering the Legalization (Laundering) of Proceeds of Crime, the Financing of Terrorism and the Financing of the Proliferation of Weapons of Mass Destruction.
The meeting also reviewed the Commission’s progress in implementing its model law-making plan, the outcomes of a round table on deradicalization and an international conference on the regulation of artificial intelligence, and proposals for several amendments to the Long-Term Plan for Model Law-Making in the CIS for 2026–2028.
