How Parliamentarism Deals with Global Transformations: CIS Lawmakers’ Point of View

The roundtable “Parliamentarism in the Context of Global Transformations” took place in the IPA CIS headquarters as a part of the international forum “St. Petersburg - the Parliamentary Capital of the Commonwealth”, on the occasion of the 320th anniversary of St. Petersburg.
Deputy Chair of the IPA CIS Permanent Commission on Political Issues and International Cooperation, Deputy Speaker of the Federation Council of the Federal Assembly of the Russian Federation Konstantin Kosachev gave a welcoming speech to open the roundtable. He also conveyed a message from Chairperson of the IPA CIS Council, Speaker of the Federation Council of the Federal Assembly of the Russian Federation Valentina Matvienko. Konstantin Kosachev devoted his speech to the challenges and prospects of the parliamentary dimension of interstate cooperation, during which he commended the effectiveness of the IPA CIS as an institution of parliamentary cooperation.
Chair of the IPA CIS Permanent Commission on Economy and Finance, member of the Standing Committee of the National Assembly of the Republic of Armenia on Regional and Eurasian Integration Aleksey Sandykov spoke about the experience of the parliamentarians of the Republic of Armenia in the development of international parliamentary relations.
Participants of the roundtable were informed about the All-Belarusian People’s Assembly as the highest representative body of the people’s power in the Republic of Belarus presented by Deputy Chair of the IPA CIS Permanent Commission on Legal Issues, Chair of the Standing Committee of the Council of the Republic of the National Assembly of the Republic of Belarus on Legislation and State Building, Candidate of Law Sergey Sivets.
Member of the Committee of the Senate of the Parliament of the Republic of Kazakhstan on Social and Cultural Development and Science, Doctor of Technical Sciences, Professor, Academician of the National Engineering Academy of the Republic of Kazakhstan Talgat Zhunusov spoke about the role of the legislative power in the modernization processes in the Republic of Kazakhstan.
Deputy Chair of the Committee of the Jogorku Kenesh of the Kyrgyz Republic on Budget, Economic and Fiscal Policy Dastan Bekeshev informed the participants about the international parliamentary cooperation across the CIS.
Participants of the roundtable were also given a report on “Parliamentary Cooperation in the CIS: the Experience of the State Duma of the Federal Assembly of the Russian Federation” presented by First Deputy Chair of the Committee of the State Duma of the Federal Assembly of the Russian Federation on Issues of the Commonwealth of Independent States and Contacts with Fellow Countryman, Candidate of Technical Sciences Kazbek Taysaev.
Member of the Committee of the Majlisi namoyandagon of the Majlisi Oli of the Republic of Tajikistan on Energy, Industry, Construction and Communications Rustam Rakhmatzoda spoke about the evolution of parliamentarism in the Republic of Tajikistan, noting the increasing role of women parliamentarians.
Permanent Senator of the Committee of the Senate of the Oliy Majlis of the Republic of Uzbekistan on International Relations, Foreign Economic Relations, Foreign Investment and Tourism Anvar Tuychiev informed about the participation of parliamentarians of the Republic of Uzbekistan in building New Uzbekistan.
At the end of the discussion, Konstantin Kosachev suggested that such meetings to be made regular to exchange experiences and discuss certain aspects of the parliamentary life in the CIS.
MPs of Armenia, Azerbaijan, Belarus, Kazakhstan, Kyrgyzstan, Russia and Tajikistan, First Deputy Secretary General of the CIS Leonid Anfimov, representatives of the international parliamentary organizations – partners of the IPA CIS, academia and student community took part in the roundtable.
On the same day, the forum participants fired the traditional midday cannon shot from the Naryshkin Bastion of the Peter and Paul Fortress.
