Creative Industries Develop in CIS

A working meeting took place in Moscow with the participation of Deputy Speaker of the Federation Council of the Federal Assembly of the Russian Federation Inna Svyatenko, Secretary General of the Council of the Interparliamentary Assembly of Member Nations of the Commonwealth of Independent States Dmitriy Kobitskiy and Director General of the Agency for Strategic Initiatives Svetlana Chupsheva.
The central theme of the discussion was the development of the creative economy across the Commonwealth space.
Particular attention was given to a wide range of creative industries — cinematography, design, light industry, folk arts and crafts, education, tourism and related areas — where creativity serves as a catalyst for sustainable economic growth.
In autumn 2025, the Assembly adopted the Model Law on Creative Industries. Its drafting responded to public demand, reflecting the growing role of culture and creativity in society. The law is aimed at stimulating the development of creative sectors, protecting the rights of creative professionals and attracting investment into cultural projects.
The document has been forwarded to the parliaments of the Commonwealth Member Nations for implementation into national legislation.
In cooperation with the upper chamber of the Russian parliament, the IPA CIS annually holds events at its headquarters dedicated to current issues of development and support for creative industries. Among them are the Eurasian Women’s Forum, the International Forum “Commonwealth of Fashion”, the International Tourism Forum Travel HUB “Commonwealth”, as well as other congresses and business sessions where experts examine current challenges and prospects of creative sectors
