Model Law on Commissioner for Children’s Rights Prepared in IPA CIS

A meeting of the IPA CIS Permanent Commission on Social Policy and Human Rights was held at the Tavricheskiy Palace, the headquarters of the IPA CIS. Representatives of the parliaments of Azerbaijan, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, Uzbekistan, international organizations and the expert community took part.

The meeting was held by Chair of the IPA CIS Permanent Commission on Social Policy and Human Rights, member of the Committee of the Milli Majlis of the Republic of Azerbaijan or Law Policy and State-Building, member of the Committee of the Milli Majlis of the Republic of Azerbaijan on Defense, Security and Counter-Corruption Nizami Safarov.

MPs unanimously elected Deputy of the Jogorku Kenesh of the Kyrgyz Republic Vinera Raimbachaeva as Deputy Chair of the IPA CIS Permanent Commission on Social Policy and Human Rights.

Chair of the St. Petersburg Committee for Labour and Employment Dmitriy Cherneiko told about the results of the international conference “The Concept of Common Migration Area of the CIS Member Nations: Common Principles and National Interests”.

The conference participants discussed issues of ensuring business responsibility for the processes and results of targeted labour migration, overcoming barriers to attracting foreign labour and countering illegal migration. As a result, recommendations were adopted, which reflect the main directions of updating the Concept of Common Migration Area of the CIS Member Nations. To prepare a draft of this document, it was decided to ask the IPA CIS Council to create a working group of the Assembly.

Chair of the Committee of the Majlisi namoyandagon of the Majlisi Oli of the Republic of Tajikistan on Social Issues, Family and Health Protection Sumangul Tagoyzoda spoke about the use of model legislative acts adopted by the Assembly on the initiative of the IPA CIS Permanent Commission on Social Policy and Human Rights in the legislative activities of the Majlisi Oli of the Republic of Tajikistan.

The draft Recommendations on the formation of a standard List of types of work in which the employment of persons under the age of eighteen is prohibited, taking into account the types of economic activity in the CIS countries, were approved. Head of the Department of the Ministry of Labor and Social Protection of the Republic of Belarus on Protection and State Expertise Ivan Karchevskiy introduced the text of the document to the members of the IPA CIS Permanent Commission on Social Policy and Human Rights.

MPs approved draft Recommendations on the formation of a standard List of types of work, professions and positions in which the use of women’s labor is prohibited or restricted, taking into account the types of economic activity in the CIS countries. The document was presented by Deputy Director of the Department of the Ministry of Labour and Social Protection of the Russian Federation on Labour Conditions and Safety Tatyana Zhigastova.

Deputy Head of the Secretariat of the CIS Advisory Board on Labor, Employment and Social Security, Advisor of the Department for Humanitarian Cooperation, General Political and Social Problems of the CIS Executive Committee Olga Kremskaya informed the members of the IPA CIS Permanent Commission on Social Policy and Human Rights about the interaction of the CIS countries in the field of social security.

The draft Recommendations on the legislative regulation of migration processes during pandemics were considered. The general provisions of the document were announced by Dean of the Faculty of Law of the North-West Institute of management of the Russian Presidential Academy of National Economy and Public Administration Sergey Sergevnin. The recommendations can become the basis for the harmonization of international legal and national norms.

The members of the commission reviewed and approved the draft Concept of the Model Law on the Commissioner for the Children’s Rights. The document is aimed at establishing effective mechanisms for cooperation and coordination of actions that contribute to the well-being of children in the CIS countries.

The IPA CIS Permanent Commission on Social Policy and Human Rights approved a draft Concept of Recommendations on establishing procedures for the professional training of workers and specialists involved in external labor migration.

The meeting also approved a draft Concept of Recommendations for the protection and social rehabilitation of victims of human trafficking in the CIS countries. Deputy Chair of the St. Petersburg regional branch of the All-Russian public organization Russian Red Cross Natalia Seibert presented information about the project.

These Recommendations will help to establish clear rules for the protection and assistance of victims of human trafficking in the Commonwealth countries and will bring the national legislation of the region to international standards in this area.
