Laws on Continuing Education to be Updated in CIS

On 19 October, a meeting of the IPA CIS Expert Advisory Board on Science and Education was held in the Tavricheskiy Palace. The event was chaired by Rector of Peter the Great St. Petersburg Polytechnic University, RAS Academician Andrei Rudskoi. Digitalization of educational processes and regulation of formal and non-formal education were the key topics of the experts’ discussion. The participants also focused on educational outreach programs and the creation of an international scientific citation index.

The experts were welcomed by Secretary General of the Council of the CIS Interparliamentary Assembly Dmitriy Kobitskiy.

The meeting reviewed and supported the draft Model Law on Trust Funds to Support Scientific, Technological and Innovative Activities. The document is aimed at stimulating the development of science and innovation, implementing priority areas of activity and improving the effectiveness of research and development.

The members of the Advisory Board considered and supported the draft of the revised Model Law on Scientific and Technological Activities. The document reflects current trends and directions of legal regulation in science.

At the meeting specialists told about the concept of the draft amendments to the Model Education Code for the CIS Member Nations. The main idea is to adapt the model legislation on education to the conditions of the modern digital environment.

Another topical issue is the approval of a unified standard equipment of educational organizations with software, material and technical base. The issues of formal, non-formal and informal education were discussed at the meeting.

The meeting was attended by representatives of Azerbaijan, Armenia, Kazakhstan, Russia, Tajikistan, the CIS Executive Committee, relevant departments, research centers and leading universities, stuff members of the Secretariat of the IPA CIS Council.

The next meeting of the IPA CIS Expert Advisory Board on Science and Education will be held in April 2024 in St. Petersburg.
