CIS Prepares Model Agreement on Mutual Recognition of Labor Migration Documents

Minsk hosted the first meeting of the working group on the preparation of the draft Model Agreement on Ensuring Mutual Recognition of Labor Migration Documents of the CIS. It is planned that the document will regulate the mutual recognition of documents on education and qualifications, insurance policies, medical reports on the state of health, obtained in one of the Commonwealth countries, for temporary work in other CIS Member Nations.

The initiator of the agreement was the Uzbekistan side, which has prepared a draft Model Agreement based on the draft Program on Mutual Recognition of Labor Migration Documents of CIS Member Nations.

Representatives of interested ministries and departments of Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, Turkmenistan, Uzbekistan, the CIS Executive Committee and the IPA CIS took part in the discussion.

Secretary of the IPA CIS Permanent Commission on Social Policy and Human Rights, Executive Secretary of the IPA CIS Expert Advisory Board on Public Health Evgenia Vladimirova spoke about the practice of preparing model agreements by the Assembly and the subsequent use of these documents by the CIS countries in the preparation of bilateral and multilateral agreements.

Evgenia Vladimirova reminded that the organization had prepared the Advisory Glossary of Terms and Concepts in the Field of Migration Regulation in CIS Member Nations. The CIS also has a Convention on the Legal Status of Migrant Workers and Members of Their Families of the CIS. Evgenia Vladimirova proposed to use the provisions of these documents in the work on the Model Agreement.

The participants of the event agreed to change the title of the draft document from “Model Agreement on Mutual Recognition of Labor Migration Documents of CIS Member Nations” to “Model Agreement on Providing Mutual Recognition of Labor Migration Documents of CIS Member States”.

The next meeting of the working group is scheduled to be held in March 2024.
