CIS Cultural Figures From Held a Discussion Culture as Main Motivator of Tourist Flows

On 11 November 2021, the Tavricheskiy Palace – the IPA CIS headquarters hosted the plenary session “30th Anniversary of the CIS: Experience and Innovations” and discussion session “Culture as the Main Motivator of Tourist Flows”.

Deputy Minister of Culture of the Russian Federation Alla Manilova moderated the events. She recalled the important connection between culture and tourism in Russia and said that these spheres brought together all the CIS countries, each of them being distinguished by rich cultural heritage.

Secretary General of the IPA CIS Council Dmitriy Kobitskiy addressed the participants with a welcoming speech. He said that the development of model legislation in the field of culture was an important part of the Assembly’s legislative activity. Dmitriy Kobitskiy also mentioned that the IPA CIS, in particular, adopted the Model Cultural Code for the CIS Member Nations, as well as many model laws related to the sphere of culture. He also noted that the Assembly was implementing projects aimed at strengthening humanitarian and cultural ties between the CIS countries.

Governor of St. Petersburg Alexander Beglov also sent a greetings letter to the participants, which was delivered by Chair of the Committee on External Relations of St. Petersburg Evgeny Grigoriev. In his greetings, Alexander Beglov noted that tourism was an important component of the economy of many Commonwealth countries and contributed to the strengthening of friendly and partnership relations.

Secretary of the IPA CIS Permanent Commission on Culture, Information, Tourism and Sport Igor Minin presented detailed information on model legislation in the field of tourism and culture. He especially noted the draft Convention on Preservation of Cultural Heritage of the CIS Member Nations, which was adopted by the IPA CIS in 2020 and sent for further consideration to the CIS Executive Committee. According to Igor Minin, the IPA CIS carried out legislative work in the fields of security, preservation of cultural heritage, compliance with customs procedures, etc. 

Deputy Minister of Culture of the Azerbaijan Republic Sevda Mammadaliyeva, First Deputy Minister of Culture of the Republic of Belarus Valery Gromada, Deputy Minister of Culture and Sports of the Republic of Kazakhstan Nurkisa Daueshov, Minister of Culture of the Republic of Moldova Sergiu Prodan, Deputy Minister of Culture of the Republic of Tajikistan Manuchehr Sharifzoda, as well as cultural figures, heads of libraries and representatives of the largest museums of the Commonwealth made speeches at the meeting.

At the end of the event, State Secretary – Deputy Minister of Culture of the Russian Federation Alla Manilova and Secretary General of the IPA CIS Council Dmitriy Kobitskiy opened an exhibition of the All-Russian Decorative, Applied and Folk Art Museum (Moscow).
