CIS Countries Permanent Representatives Summarised Results of Work of 2025

A meeting of the CIS Permanent Plenipotentiary Representatives Council was held at the CIS Executive Committee in Minsk.

The meeting was chaired by Chair of the CIS Permanent Plenipotentiary Representatives Council to the Statutory and Other Bodies of the Commonwealth, Ambassador Extraordinary and Plenipotentiary of the Republic of Tajikistan to the Republic of Belarus Bakhtovar Safarzoda.

He spoke about the outcomes of the chairmanship of the Republic of Tajikistan in the Commonwealth of Independent Nations in 2025, stressing that the country confirmed its commitment to further strengthening multilateral cooperation, sustainable development, and security across the CIS space.

Bakhtovar Safarzoda recalled that the key event of the year was the meeting of the CIS Council of Heads of State held on 10 October in Dushanbe, as well as two meetings of the Council of Heads of Government in Dushanbe and Minsk, two meetings of the Council of Foreign Ministers in Almaty and Dushanbe, and four meetings of the CIS Economic Council.

The Ambassador noted that important documents were adopted in the economic sphere, including the Action Plan for the implementation of the second stage of the CIS Economic Development Strategy for 2026–2030, the Concept for the development of industrial cooperation and collaboration in the light industry sector, as well as the Agreement on the development of heavy engineering industries.

Energy and transport received a new impetus thanks to the Declaration on cooperation in ensuring regional energy security, the Concept for harmonisation of air traffic, and the Strategy for digitalisation of the main CIS multimodal transport corridors.

Priority attention was also given to issues of security, environmental protection, and cooperation in the humanitarian sphere.

Secretary General of the CIS Sergey Lebedev introduced colleagues to the new representative of the CIS Interparliamentary Assembly Council Secretariat at the Executive Committee — Viktor Kogut.

The Permanent Representatives reviewed the results of the Council’s work and outlined prospects for the coming year, heard information on the implementation of the provisions of the Treaty on the Free Trade Area of 18 October 2011, on the progress in implementing the Plan of Key Measures for the implementation of the Concept for Further Development of the CIS approved by the Decision of the CIS Council of Heads of State of 18 December 2020, as well as a number of other issues.
