Dmitriy Kobitskiy Sent Greetings to Participants of Saratov Legal Forum

The 5th Saratov Legal Forum “95 Years in the Service of the Rule of Law and the State” was held from 20 to 24 April. The event is dedicated to the anniversary of the Saratov State Law Academy.
A message of greetings was addressed to the forum participants by Secretary General of the IPA CIS Council Dmitriy Kobitskiy.
“Having gone through a long path of formation and development, the Academy has created a unique academic and pedagogical school for training legal professionals, preserving the classical traditions of higher education and maintaining its status as a recognized centre of legal scholarship,” Dmitriy Kobitskiy noted, adding that representatives of the Academy actively participate in the Assembly’s events.
According to the Secretary General, students of the Academy are also involved in IPA CIS projects. They take part in discussions at the Tavricheskiy International Youth Discussion Club and win prizes at the International Intellectual Tournament on Electoral Law and Process organized by the IPA CIS International Institute for Monitoring the Democracy Development.
Dmitriy Kobitskiy also announced that in 2026, a youth electoral school will be held at the Academy for the first time. The project will contribute to providing university students with fundamental theoretical knowledge and professional competencies in the field of electoral law.
The IPA CIS highly appreciates the Academy’s work in supporting international observers during the monitoring of the 2024 presidential election in the Russian Federation.
“We look forward to productive cooperation in monitoring the elections to the State Duma of the Federal Assembly of the Russian Federation in September this year,” the Head of the Secretariat stated.
He expressed confidence that the proposals and recommendations put forward by the forum participants would be applied in legislative and law enforcement practice across CIS countries, and wished the Academy’s staff “new academic and teaching achievements.”
The Secretary General’s message was delivered by Deputy Head of the IPA CIS Council Secretariat – Director of the International Institute for Monitoring the Democracy Development, Parliamentarianism and Suffrage Protection of Citizens of the IPA CIS Member Nations (IPA CIS IIMDD), Doctor of Law, Professor Ivan Mushket. He also took part in the opening ceremony of the scientific and educational laboratory on electoral law and process.
