Russia Marks Day of Parliamentarism
27 April 2026

Today, the Russian Federation marks the Day of Parliamentarism.
One hundred and twenty years ago, following the transformation of the State Council of the Russian Empire and the establishment of the State Duma of the Russian Empire, a bicameral system of supreme legislative bodies was formed in Russia and began its work on 27 April 1906. The parliament included representatives from all regions of the country from the European part to the Caucasus and Asia. All sessions were held at the Tavricheskiy Palace, which today houses the headquarters of the Interparliamentary Assembly of the Commonwealth of Independent States.
On the occasion of the professional holiday, Speaker of the Federation Council of the Federal Assembly of the Russian Federation, Chairperson of the IPA CIS Council Valentina Matvienko extended her congratulations to parliamentarians. “Today, the chambers of the Federal Assembly of the Russian Federation and the legislative bodies of the constituent entities of the Russian Federation play an important role in the system of public authority, making a significant contribution to achieving the national development goals set by the President of the Russian Federation. We have many tasks ahead, and I am confident that through joint efforts, relying on the best traditions of Russian parliamentarism, professionalism and a responsible approach to our work, we will continue to achieve success for the benefit of our great Motherland,” said the Speaker of the upper chamber.
Greetings were also sent by the Chair of the State Duma of the Federal Assembly of the Russian Federation Vyacheslav Volodin. “Members of the State Duma contribute to the development of Russia and to addressing citizens’ concerns. Improving people’s quality of life largely depends on maintaining constant feedback with voters and resolving the issues they raise,” the Speaker noted.
