Special Features of Parliamentary Practices Between St. Petersburg and Commonwealth Countries Discussed at CIS Headquarters

Within the framework of the International forum “St. Petersburg - the Parliamentary Capital of the Commonwealth” on the occasion of the 320th anniversary of St. Petersburg, a roundtable “Development of cooperation across the CIS: special features of St. Petersburg practices” was held in the Tavricheskiy Palace.

The meeting was opened by Deputy Chair of the Committee for External Relations of St. Petersburg Evgeny Kassyura. He announced the greeting of a member of the Government of St. Petersburg, Chair of the Committee for External Relations of St. Petersburg Evgeny Grigoriev. He noted in his speech that St. Petersburg played an important role in strengthening international relations and was always open for cooperation.

Evgeny Kassyura spoke about the activities of the Government of St. Petersburg on the organization of international cooperation in the CIS. There was growing interaction in social, economic, cultural, tourist, educational and migration spheres with Belarus, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan.

The development of youth dialogue played an important role. One of the striking examples was the cultural and educational project for schoolchildren “Memory Train” - this year children from Armenia, Belarus, Kyrgyzstan and Russia will visit St. Petersburg as one of the hero cities.

Associate Professor of the Department of State Law at the Herzen State Pedagogical University of Russia Andrey Ilyin presented a report on “Development of St. Petersburg as the Parliamentary Capital of the Commonwealth” and took the initiative to consolidate the status of the parliamentary capital at the legislative level.

Deputy Chair of the IPA CIS Permanent Commission on Economy and Finance, Chair of the Standing Committee of the Council of the Republic of the National Assembly of the Republic of Belarus on Economy, Budget and Finance Tatyana Runets spoke about the CIS Interparliamentary Assembly as a dialogue platform for economic cooperation in the Commonwealth.

Member of the IPA CIS Permanent Commission on Culture, Information, Tourism and Sport, member of the Committee of the Federation Council of the Federal Assembly of the Russian Federation on Foreign Affairs, Candidate of Historical Sciences, Associate Professor Elena Afanasieva shared information on the main directions and prospects of cooperation of St. Petersburg with the IPA CIS to promote interparliamentary dialogue. She reminded that the initiative of the President of the Republic of Kazakhstan Kassym-Jomart Tokayev to establish under the auspices of the CIS an international organization to support and promote the Russian language and to locate its headquarters in St. Petersburg was currently under discussion.

Director of the Yerevan office of the IPA CIS IIMDD Vahram Avetisyan made a report “Twin Cities Yerevan and St. Petersburg: New Forms of Cooperation”.

He noted the main agreements concluded between the two cities on trade-economic, scientific-technical and cultural cooperation in the areas of planning and management of the urban economy, environmental protection, education, health, culture and sport, creation and management of joint enterprises, development and implementation of joint projects Vahram Avetisyan spoke about the significant events held in Yerevan in which the Government of St. Petersburg took part.

Director of the North-Western Institute of Management of the Russian Academy of National Economy and Public Administration under the President of the Russian Federation Andrey Khlutkov made a presentation on “Experience of the Regional Network Academy of Public Administration of the CIS Countries in Personnel Training”.

Consul of Azerbaijan Republic in St. Petersburg Rahim Rahimzade, Head of the Office of the Embassy of the Kyrgyz Republic in St. Petersburg Rustam Sheripbayev, Second Secretary of the Consulate General of the Republic of Tajikistan in St. Petersburg Jamshed Sharifzoda, Acting Consul General of the Republic of Kazakhstan in St. Petersburg Arman Beikutov also spoke about the cooperation among the states of the region with the Russian northern capital.

The roundtable was attended by representatives of the IPA CIS partner universities, youth organizations, academia and experts.
