IPA CIS efforts in drafting and adoption of legislative acts in the field of migration discussed in St. Petersburg

Today, Public Advisory Board of the Office of the Federal Migration Service (St. Petersburg and Leningradskaya oblast) held its ordinary meeting at the IPA CIS Parliamentary Center.

IPA CIS Permanent Commission on Social Policy and Human Rights is the principal IPA CIS body covering migration issues.

The meeting featured IPA CIS presenting its law-making activities in the field of migration, as well as a keynote speech by Chief of IPA CIS Council Secretariat Analytical Department Alexander Surygin.

IPA CIS has been preparing migration model laws since 1992.

Together with migration services of the Commonwealth countries, the IPA CIS adopted the following documents:

  •  Recommendations on legal support for the Regulation of Migration in Member Nations of the CIS (2007)
  •  Recommended Vocabulary of Terms and Definitions in the Field of Regulating Migration in Member Nations of the CIS (2007)
  •  IPA CIS Resolution on Legal support of concerted migration policies in Member Nations of the CIS (2007)
  •  Recommendations on harmonization and alignment of national laws of Member Nations of the CIS against illegal migration (2009)
  •  Model law “Private Employment Agencies” (2010)
  •  Concept of common migration space of Member Nations of the CIS (2012)
  •  Model agreement on readmission (2012)

In spring 2013, the IPA CIS PC on Social Policy and Human Rights adopted the draft Recommendations on Promoting Migrant Integration to Receiving Communities, including through teaching the official language of the accepting state, employment support, school and professional training, involvement in local governance.
