Ali Guseynli reported on the fundamentals of the electoral system in Azerbaijan

The speaker noted that the current seminar is a formative event for the body politic and the body of legislators, as he delivered a presentation on the fundamentals on the national election system.

One of the major deliverables of any democratic polity is the conduct of transparent and fair elections, continued improvement of the electoral legal framework in compliance with international standards. The National Constitution of 1995 set the stage for this type of electoral system. In 2003, the national election code was promulgated laying out a coherent conceptual and institutional framework for elections. With time, the document evolved and improved reflecting the advent of a mature democracy in Azerbaijan.
