Federation Council
Originally known as the State Council and established under the terms of the sovereign decree of the Emperor Nikolay II of 17 October 1905 on the establishment of a representative political structure. Lost legitimacy in the wake of the February revolution of 1917 to be recreated by the new Russian Constitution of 1993 as the Federation Council within the Federal Assembly.

Mandate: The Federation Council is filled by two representatives from every Region: one from the executive and one from the legislative of the Region concerned. Eligibility threshold is 30 years.
