Best Practices of Local Self-Government Bodies Presented at Seminar in St. Petersburg

On 11 October, the Mariinskiy Palace hosted a seminar on the participation of local authorities in cross-border cooperation.
The meeting was attended by members of the national parliaments of the Commonwealth countries, members of the IPA CIS Permanent Commission on Practices of State-Building and Local Government, representatives of local government associations, regional and local authorities and academic representatives.
The seminar presented the best practices of local self-governance.
The event was organized by Chair of the IPA CIS Permanent Commission on Practices of State-Building and Local Government, Chair of the Standing Commission of the House of Representatives of the National Assembly of the Republic of Belarus on State-Building, Local Government, and Regulations Valentin Semenyako.
Secretary General of the IPA CIS Council Dmitriy Kobitskiy addressed a welcoming speech to the participants of the seminar, noted that the Assembly adopted Model laws on Regional Cooperation and on Cross-border Cooperation and the Model law on the Role of Local Authorities in Cross-Border Cooperation.
The seminar presented the practices of cross-border cooperation not only between the CIS countries, but also with other states.
Mayor of Blagoveshchensk Oleg Imameyev spoke about cross-border cooperation on the example of the Blagoveshchensk - Heihe (China) cross-border agglomeration model. The close relationship between the Governments of the Amur Oblast and Heilongjiang Province is confirmed by the successful implementation of such joint projects as construction of an international road bridge across the Amur River, construction of the world's first transboundary cableway, reconstruction of the Blagoveshchensk International Airport (Ignatievo) named after N.N. Muravyov-Amursky.
Director for Program Work and Development of Kaliningrad Regional Economic Development Agency Alexey Ignatiev presented a report on partnership programs between the Kaliningrad Oblast of the Russian Federation and the Grodno Oblast of the Republic of Belarus at the regional and local levels.
