Experts Discussed Activities of Local Governments on Protecting Rights of Citizens in Digital Environment

An expert seminar was held at St. Petersburg State University, the participants of which discussed the draft Recommendations of the CIS Interparliamentary Assembly on the Activities of Local Government on Ensuring and Protecting the Rights of Citizens in the Digital Environment.

The seminar participants noted the detailed elaboration of the document and its structure. A lot of attention was paid to the second part of the recommendations defining the legal principles governing the ensuring and protection of the rights of citizens and organizations in digital interaction with local governments.

The seminar participants drew attention to the fact that the ease and accessibility, increasing with the introduction of the electronic format of appeals, provide its flurry, which entails certain difficulties in processing. At the same time, it is necessary to ensure guarantees of the right to be heard.

Experts also pointed out the importance of the topic of municipal control in digital form, recommending that it be disclosed more fully in a separate document that could identify promising areas of development, which is undoubtedly one of the main tasks of model lawmaking.

The seminar was attended by Secretary of the IPA CIS Permanent Commission on Practices of State-Building and Local Government Elena Fominenko, Head of the Legal Expertise Department Sergey Marchenko and Adviser of the Legal Expertise Department Olga Podkorytova.
