IPA CIS Will Present New Vision of Concept Paper of Common Migration Area of CIS Member Nations

The appeal of the Council of the Heads of CIS Migration Authorities on preparation of the revised Concept Paper of Common Migration Area of the CIS Member Nations was considered on the Permanent Commission on Social Policy and Human Rights session today in Bishkek.

MPs of the Commonwealth, representatives of the international organizations and academia, the World Health Organization (WHO), the International Federation of Red Cross and Red Crescent Societies, the Academies of Sciences of the Republic of Belarus and the Russian Federation participated in the session. Event was held by its Chair, member of the Committee of the Milli Majlis of the Azerbaijan Republic for Law Policy and State-Building, member of the Committee of the Milli Majlis of the Azerbaijan Republic on Defense, Security and Counter-Corruption Nizami Safarov.

MPs elected Chair of the Committee of the Mazhilis of the Parliament of the Republic of Kazakhstan on the Legislation and Judicial Legal Reform Snezhanna Imasheva as Deputy Chair of the Permanent Commission.

Within the framework of the commission session, there was organized an information session on Public Health Development in the Commonwealth countries, where Chair of the CIS Advisory Board on Cooperation in the Field of Public Health, Minister of Health of the Kyrgyz Republic Alymkadyr Beishenaliev gave a speech. He spoke about the situation with the incidence of tuberculosis, cancer, psychiatric and drug addiction diseases and the cooperation of the Commonwealth countries to fight them. The Minister also elaborated on the issue of staff shortage in the health sector.

Advisor on Pricing and Reimbursement of Medicines and Medical Devices of the World Health Organization Regional Office for Europe Stanislav Knyazkov, Deputy Chair of the Presidium of the National Academy of Sciences, Chair of the International Expert Academic Working Group on Development of National Evidence Bases in Public Health, Bioethics and Biosafety of the CIS Member Nations , Deputy Chair of the Presidium of the National Academy of Sciences of Belarus Alexander Kilchevsky, Chair of the Board of Directors of Non-profit JSC “National Research for Cardiac Surgery Center”, member of the IPA CIS Expert Advisory Board on Public Health Beksultan Tutkushev and Head of Country Cluster Delegation of the IFRC for South Caucasus Davron Mukhamadiev. The speakers characterized the state of public health and informed about their organizations’ activities aimed at strengthening the health care systems of the Commonwealth countries.

Professor of the Law Faculty of the St. Petersburg State University, Member of the IPA CIS Expert Advisory Board on Public Health Nelli Diveeva told the members of the commission about the progress of the work on the Concept of the Model Law on Medical Supplies in the CIS Member Nations, which will allow to form harmonized approaches to legal regulation in the field of drug provision in the national legislation of the Commonwealth countries. The draft Model Law will be presented at the next session.

Members of the Permanent Commission decided to request the IPA CIS Council to include the revised Concept in the CIS Long-Term Plan of Model Law-Making for 2023–2025.

Chief Expert of the Department of labour inspection and protection of the Committee of labor and social protection of the Ministry of Labor and Social Protection of Population of the Republic of Kazakhstan Sagikhan Toleugali presented the information on the draft Recommendations on Assessment of Working Conditions at Workplaces of the CIS. The Recommendations were approved by the commission, it will be presented at the 57th plenary session of the IPA CIS.

The participants of the session also considered the draft Recommendations on Requirements for Control of Labour Protection Legislation Compliance in the CIS countries.

The members of the commission got acquainted with the proposal of the Youth Interparliamentary Assembly of the CIS Member Nations (YIPA CIS) to include in the CIS Long-Term Plan of Model Law-Making for 2023–2025 the creation of a glossary of youth policy terms and concepts. The recommendations were also approved by the commission, it will be presented at the 57th plenary session of the IPA CIS.

Session’s participants reviewed and approved the draft Concept of Recommendations on Legislative Regulation of Migration Processes During Pandemics. Dean of the Faculty of Law of the North-West Institute of Management of the Russian Academy of National Economy and Public Administration Sergey Sergevnin presented the document.

The aim of the Concept is to create a unified system of common legal principles and norms of the Commonwealth, which regulate the legal status of foreign citizens and stateless persons, as well as migration processes during pandemics, for the most effective interaction between public authorities of the region.

The next session of the commission is scheduled for April-May 2024.
